Note: In the summer of 2006, Bob Sweeney and David Bailey collaborated to acquire a copy of a microfilm of Edward Eldred's Docket held by the Pennsylvania State Archives in Harrisburg, PA. This document was compiled between 1808 and 1845 by Edward Eldred as a record of his legal transactions in what was to become Sullivan County and nearby areas. Having purchased the microfilm, Bob arranged for David to be able to make his own copy, from which David compiled the following transcription. Bob then donated the purchased microfilm to the Sullivan County Historical Society and Museum where it it is held in the collection there in Laporte, PA.

EDWARD JARVIS ELDRED

I

It has been over two-hundred years since Edward Jarvis Eldred first walked the hills and dales of The Elklands. Though he was not the first resident of what would fifty- some years later become Sullivan County, he quite possibly was the first to arrive possessing the rare combination of entrepreneurial canny, legal know-how, humanitarianism and a true pioneer spirit to afford him the reputation of the “first citizen” of The Elklands.

Edward Jarvis Eldred was born August 19^th, 1763 at Overshot Mill, Norwood, Middlesex County, England, northwest of London. His mother’s maiden name was Jarvis, the family said to have been “near blood” relatives of William Penn.

Along with his several brothers and sisters, Edward was given a liberal but not classical education. At the age of about seventeen his father procured for him a clerkship in a well-known carriage manufactory in London. After remaining in this position for a few years a better place was found in a mercantile establishment.

At about the age of twenty-five he took lodging at the “Inner Temple,” one of the four Inns of Court around the Royal Courts of Justice in London (the other three being Middle Temple, Lincoln’s Inn and Gray’s Inn). It was a well-know institution, so-named for its origins with the Knights Templar. And there at the Inner Temple, for several years, Edward pursued the study of Law with an eye to being called to the Bar as a practicing barrister. Sources differ as to whether he was actually admitted to the Bar, but we do know that his education served him well.

Upon leaving his studies in Law, Edward pursued the occupation of a wholesale tea merchant. His success in this trade was less than satisfying however, and after several years of effort and persistence he disposed of his stock and closed the store, evidently much discouraged. The next undertaking was that of balloon navigation, which at the time was the “rage” in France and England. This plan too, however, was very soon abandoned.

About this time the tide of emigration to the United States was high, due in no small way to the efforts of the land developers. The speculators themselves were cashing in on the relative safety from both foreign invasion and Indian wars. Edward Eldred had caught the infection and was eager to pursue a life in the New World. He therefore lost no time in obtaining letters of introduction to Mr. Phineas Bond, the British consul at New York, as well as John Vaughan, an extensive land owner of the same city, and Dr. Joseph Priestley, of Northumberland, Pennsylvania on the Susquehanna River.

Eldred’s wife was a member of a wealthy and influential family by the name of Paine which was decidedly opposed to this latest project, but Eldred was not to be dissuaded. It was decide that his wife and three children would remain with friends until accommodations could be arranged in America. Unfortunately, his wife and two sons soon fell sick and died. A remaining daughter was raised by relatives in London and much later joined her father in his new home.

Edward engaged passage on the ship Mary, of 18 guns, 9 pounders, 130 men, bound for New York and embarked the 18^th of May, 1798. A voyage across the Atlantic at that time was not the pleasantest thing in the world, nor entirely free from danger. After being out from Liverpool one or two days a French vessel bore down upon them and Eldred was assigned to the command of a gun and men to operate. When nearly within hailing distance the French vessel ran up the United States colors and the vessels passed each other as friends. After a voyage of two and a half months the Mary arrived safely at the New York harbor. The following is taken from the bill of lading: “The good ship Mary whereof is Master under God for this present voyager, Eben Allen.”

Eldred Atkinson tells us that Edward first engaged lodgings at “Bayara’s Farm, near the Bowery Lane” in New York, meeting there with Bond and Vaughan.

At about this time Edward must also have paid a visit to Joseph Priestley in Northumberland, Pennsylvania at the forks of the Susquehanna. He would have learned from Priestley of his vast land holdings in northeastern Pennsylvania, as had Mssrs. Molyneux, Bird , Warren and others before him. He would also have learned that the Wallis Pack Road was soon to become the route of the Great Genesee Road which was to carry new settlers from Pennsylvania, Delaware and Maryland to the fertile Genesee Valley to the North and thence West. And for a man the likes of Edward Jarvis Eldred, this was the opportunity of a lifetime…to be in the right place at the right time.

So, for the two years prior to Eldred’s emigration to The Elklands he was engaged in learning the craft of land surveying, first at Newark, N.J., and the following year at Kingston, Pennsylvania opposite Wilkes-Barre. During this time he became proficient enough to enable him to move forward as a land surveyor.

Edward arrived at The Elklands at the age of thirty-seven, bringing with him a large variety of experiences, enabling him to become an exceedingly valuable addition to a new settlement in its formative state.

Having arranged the use of a log house belonging Thomas King, Sr., he transferred there in the spring of 1800 such articles of personal property as were then in his possession. In a very short time we find Eldred deeply involved in the workings of the new community. For instance, finding at the time the neighborhood destitute of flour, the following letter addressed to Stephen Bill, a millwright, reads:

Sir, I will beg of you on the part of Mr. Ecroid to come or send some efficient hand to set the mill at rights. Mr. Ecroid is down at Philadelphia and we have a number of new settlers that are very much distressed for flour; the mill will not perform at all. I undertook to grind for the settlers in Mr. Ecroid’s absence. It therefore rather devolves upon me to request a ready attention to our necessities, as most of the settlers have not the means to go out for provisions and are therefore much distressed for bread, I therefore beg that you will not fail to come or send immediately.

Ingham quotes a document of about the same period, illustrating that when the needy required help he was among those rendering or organizing aid :

To the Men of Elklands:

Since one of our number, Edward Jones, has the misfortune to be afflicted with lameness, and consequently unable to do that for himself which the situation of a settler in this country requires; under these circumstances it is but a fellow-feeling to give our assistance, for we are all liable to the like affliction. It is therefore suggested that we should, as many of us as are so disposed, meet together at Edward Jones’ house, on the first Monday of April (taking our own provisions along), there to cut over for him a piece of woods; and should his lameness continue, then to meet again at his house, on the first Monday in May, to log off and clear the said piece for planting.

The location chosen by Eldred for his home was at the northern line of the township, at or near the spot now known as Hugo’s Corners on North Street. In choosing this location he doubtless considered the fact that it was central to the Priestly holdings in both Lycoming and Bradford counties. Indeed, many stories have been told of his journeys from there to Northumberland with his team of oxen, the lead being “belled.”

But the location was made more important by the fact that is was on the route of the Wallis Road, soon to become the Genesee Road, near the spot when it begins its descent down Burnette’s Ridge to Schrader’s Branch of the Towanda Creek The road went from there to Meansville (later Towanda) before heading north. Already heavily traveled, some have said as many as 28 Conestoga wagons passed through each day, the road promised to be a gold mine. Upon erecting his own log house, as early as 1803, Eldred was immediately overrun with applications for lodgings and meals as well as accommodations for beasts.

At this juncture, Eldred contrived to build a “Grand Hotel” of sorts which he named “Liberty Hall.” Now and Then tells us:

The plan was that of constructing four houses of hewed timber cornering together, and so forming the fifth, the ground figure being that of a “Fox and Geese” board. The dimensions of each of these buildings was about 18 by 24 feet, two stories high, the middle one being 18 by 18 feet three stories high with a lookout on top. It was finished in 1805.

Eldred Atkinson relates that “Fox and Geese” was an old children’s game played somewhat like Chinese Checkers, but with 1 fox and 13 geese. The board seems to have been a square or rectangle laid out with another adjoining square or rectangle on the side.

Egle observes that:

Travelers passing through the country found him an agreeable landlord, and notwithstanding the hours required in hard labor in providing a home for the public, he is believed to have been fond of the sports and games engaged in by his countrymen. In sending invitations to friends to assist in raising a part of his house…he writes: “Come early, so that we can have some time for play after we have finished our work.”

But Eldred was first and foremost a leader in his community. Whenever an emergency of any kind occurred in the Elkland settlement he was immediately summoned and expected to either act as leader or name the man for the position.

The first death in the Elkland settlement was during the winter of 1802, that of Felix Powell, and a copy of an oration delivered by Mr. Eldred at the burial has been found, as follows:

Men of the Elklands, we have been called together on a solemn occasion, the first of the kind that has happened in these lands. Men as we, are from different countries and of various religions, but united, it is presumed, in the same general moral and social sentiments; we trust and hope in the guardian and wise disposal of the great God of Nature and our being; while we exist the same hand is over us, in death the same God exists, where our spirits are fled we know not whither, and our bodies moldering in the dust. On Him the great and living God let us with steadfast and unshaken confidence depend. While we regard with unremitting attention the monitions he has placed within our bosoms, that monitor would teach us, after our acknowledgement to the great God of all, next under our present circumstances, to pay decent and becoming honor to the deceased. We remember him as a man; we cannot forget him as a man, active and laborious, considering his years (three score and ten), we must remember him as a useful member of society. We commit his body to our mother earth tenderly as brethren whilst we hope through the different modes that our various religions inspire for the future disposal of our deceased brother. Men of the Elklands, we have paid the last honor to a deceased friend, let us considered that each of us shall require the same kind offices of some of our fellow men. This should teach us the necessity of moral and social duties and while we observe a decent and becoming regard for the dead, let us bear away with us from the grave the reflection that higher and still more important are due from each of us to the other and from us to all mankind that live.

In short, as Ingham puts it, Eldred soon became the leading man in the section, surveying and selling land, writing deeds, wills and contracts and viewing and laying out new roads. He was made Justice of the Peace for the Third District of Lycoming County and began compiling what is now know as “Eldred’s Docket,” being his copy of the legal transactions which took place under his care from September, 1808 until December, 1846, with two breaks. These writings are remarkable for their completeness and attention to detail. They are especially valuable to us for touching upon the lives of a large variety of individuals, some in passing, but often in intimate detail. In each and every case they serve to tell us much about life in a fledgling frontier community of two hundred years ago.

Who upon his solemn affirmation according to law, saith, that on Sunday last being the 17^th day of September instant at the township aforesaid - James Henderson of the township of Elk-lands yeoman made an assault upon this affirmant and then and there did threaten to beat him & shaking his Fist in the affirmants Face and violently pulling him out of the House. -

EDWARD JARVIS ELDRED

Since his arrival at The Elklands in 1800, Edward Jarvis Eldred had well established himself as a successful landlord and hostler in addition to supervising the lands of the Priestley estate. He was equally recognized as a public servant, both in and out of his role as Justice of the Peace. All in all, Eldred, now in his second marriage and raising a young family, was ‘at one’ with The Elklands. At least until 1812, that is.

The rumors of War with the British were coming to fruition. Travelers were avoiding the routes north and emigration from Great Britain was coming to a stand-still. In addition, the Quaker settlers in The Elklands had helped to build a new Meeting House in Shunk which was more central to a larger community of Friends.

As the War progressed, things only became worse. The community was dwindling and the remaining residents became disheartened. As to the War itself, public sentiment in general was quickly eroding. On December 15^th, 1814, John Bindley of the Elklands wrote to Mr. Eldred:

For as you have observed a war foolishly entered into and badly conducted is not got out of as soon as some people think.

Eldred attempted to devise ways to improve the morale of what was left of the community, and a great July 4^th celebration was planned. Egle tells us:

The walls of the deserted Friends’ Meeting House were repaired, and men, women and children listened to carefully prepared addresses which aroused the inactive and despondent to a hopeful expectation of renewed happiness. This proved a cord which strongly bound Mr. Eldred to this community.

But then the soldiers began to move back through on their journeys home. They carried with them “camp fever,” which passed quickly through the small community. Eldred’s second wife died of the disease in 1814 and Eldred himself was prostrated with fever for some time.

By the time the War of 1812 finally ended with the Battle of New Orleans, in January, 1815, Eldred was thoroughly depressed. He wrote to his friend Priestley:

I sometime since mentioned to you that there was a growing discontent in the country, and that some few only were entirely exempt from the infection. It is now proper to inform you that Mr. Mullan, the elder, has taken a place in the lake country, and is going to remove there this winter or spring. Joseph Hogland, Jr., who worked Ecroyds place, has made the same determination. Patterson, I understand, is dissatisfied. His corn has failed owing to early frosts. There are other families who are arranging to leave. I observe that it staggers the most determined. Population is, in my idea, the chief thing wanted in the country here, and without it your interests or those of the residents cannot be advanced, and without some energetic and prompt measures to that effect I fear myself that the country will depopulate instead of increase. The expense of clearing and fencing land, the length of time it takes to get a farm cleared, and the erection of tolerable buildings, and barns and stables, it being a country calculated for stock rather than grain, it will take so much longer to make returns. Raising of grain makes its return in a year, but stock at best three, four or five years. Unfortunately, our people here in a general way being poor have hardly been competent to that mode of making a livelihood. The population of the country is a chief object with me having compared with my means a considerable at stake in the country, but the chief thing I can do is in personal effort. On you, sir, the fate of the country depends. Permit me to observe that the giving of fifty acres of land continued until the population of the country had been fairly established, and the first settlers got properly under way, it is my opinion that the present discontent had not arisen. Another system collateral that would be productive of good to encourage people such as the New Englanders of the State of Vermont in increasing the population to the point, the people would be more conversant, and they should spread around, even the encouragement of fifty acres would help.

By 1817, Eldred’s business in The Elklands had all but failed and he was forced to devote time to working for George Lewis at the glass works at Lewis’ Lake (later Eagles Mere). It was also the year Eldred resumed his post as Justice of the Peace, which had been filled in the interim by Thomas Little of Shrewsbury.

This narrative will continue following the year 1824.

Shiner and which seriously induces him the said Shiner to fear that he will put his threats in execution by the said Davis having on Monday the Second Inst. snapped his gun at him which flashed in the pan and on his retreating flung a heavy stone after him you are therefore hereby commanded to take the said David D. One of the Justices of the Peace in and for the County of Lycoming and on his oath declares and says that on the thirtieth day of December instant he did a days work in clearing the road of Trees fallen into that part of the road beginning in Franklin Township Bradford County leading from Meansville to Pennsboro so as to admit a wagon going that way to get through. The dream of a great highway by the most direct route from the West to the North Branch of the Susquehanna was ever present in the memory of E.J. Eldred. He suggested the possibility of procuring State aid and petitioning for and act appointing commissioners to lay out a State road from Pennsborough to Meansville, and the Legislature made such provision by a law passed the 13^th day of March, 1824. The commissioners were himself, William Brindle, of Muncy, and Eliphalet Mason, of Monroe, Bradford county. They at once proceeded to view and lay out the road, but the prevailing craze about the State canal and the large annual appropriations necessary to construct it, completely suppressed improvements of lesser pretensions, and no appropriation to this new State road was made. The hope of State aid being abandoned, certain citizens of Muncy conceived the idea of constructing a turnpike on or near the route of the unopened State road, and procured the passage of a law for that purpose in February, 1831. Books were opened and the stock requisite to procure a charter was soon obtained. Edward J. Eldred was chosen both president and secretary of this new corporation, but unfortunately a division among the stockholders ensued, as to the most practicable route for the road, which finally proved its ruin. The president hoped against hope, and spent both time and money to make it a success, but it was a doomed project from the beginning, and failed for want of means and unity.

The only bright light for Eldred at this time was provided by General Samuel McKean about 1825. McKean was then a member of Congress from Bradford County and was responsible for selecting two Post Office locations on the new postal route falling in the “Sullivan” portions of Lycoming County. One was at Hillsgrove, the other at Eldred’s place near present-day Hugo‘s Corners, which McKean dubbed “Eldredsville.” Several years later, when the Post Office moved to the house of Charles Mullen, so did the name Eldredsville. It there became the central gathering place for Elkland Township.

I Thomas Molyneux do swear, that on Saturday about three o’Clock afternoon - the twelfth day of the present month August I called at John Brown’s house - when John Brown and his daughter Ann, with her two small Children were only in the house - John Brown was shelling Corn and Ann his daughter was leaning on the Loom apparently in considerable pain - I staid about twenty minutes - from her appearance which - I noticed about two months since - and particularly at this time - I was assumed in my own mind that she was pregnant and near her delivery for which reason, from motives of delicacy - I said nothing to her, or her appearing unwell that on Wednesday following in the dusk of the evening - being the sixteenth day of August - I was standing on the bank of the creek near my own house about two mils below Brown’s that Ann Brown was talking to Sarah Gaunt in the road on the opposite shore - but their conversation I did not hear except the words “ye know” tho’ I learnt it afterwards it appears exceedingly strange to me she should be there and four miles lower down the creek so soon after the Situation I had seen her in and no child brought to the knowledge of the world - and from her having had two children before for whom no father is proven I have every reason to believe the Birth of a Child is concealed and that the father John Brown is in some way accessory -

Rogers were lately stolen and carried away from the Smoke House of Jno. Hill in the said township of Elkland and that there is just cause to suspect and he doth suspect that the said stolen goods or some part thereof are concealed in the house Smoke house or on the premises of Charles Edwards of the said township of Elkland yeoman - These are therefore to command you forthwith to make diligent search , in the day time, in the house smoke house & premises of the said Charles Edwards - for the said stolen goods and if you find the same or any part thereof - that then you secure the said stolen goods and bring the person in whose custody you find the same before the said Edwd. [Seal] Whereas Joseph Warren of Shrewsbury township in the county of Lycoming - yeoman - hath this day made oath before Edward J. Eldred esquire one of the justices of the peace in and for the county of Lycoming that Josiah Warren of the said township & county yeoman, hath threatened to do him harm in person or estate and that he believes that by such threatening he is in danger to be hurt in body or estate. You are therefore hereby commanded to take the said Josiah Warren and bring him before the said Edward Eldred or some other Justice of the peace of the said county forthwith, to find sufficient surety as well for his appearance at the next Court of Quarter Sessions of the peace to be holden for the said county - to be proceeded against according to Law - and that in the mean time he be of his good behavior and keep the peace towards all our citizens and especially towards the said Joseph Warren

Deborah Wilcox daughter of John B. Wilcox aged 13 years the 20^th of December next of Elkland township appears before me and on her oath declares and says that on a Monday the 16^th day of June last as she was going from home to school along a bye path Harrison Randel of Elkland township overtook her and caught hold of her round the middle and told her that he wished to know how soon girls could have children and that he would give her a handkerchief, and as she strove to get away, he said he would give her

__________________ a _____ handkerchief then a hundred dollars - _____ ____ _____ and having got out of his grip said she run as fast as she could - he called after her and said don’t tell Mary, she thought he meant his wife the $ said she so ____ told all the events - after school she told her mistress she wished to go another way home but her mistress came home with her(.) She told her school mistress when they were about half way the reason of her not liking to come that way(.) She told her about Cecelia(?) Aurelia Bruner of Elkland township Lycoming county on her solemn Oath doth swear that on Tuesday last the first day of July after seeing David Rundel and Isaac Rundel of Canton township Bradford county in Isaac Rundel’s house when some harsh language was addressed to me and Deborah Wilcox Junior who was in my company and when ______ and passing along the road towards Simon Grover’s house these two men with rifles or guns of some sort appeared on the road before us and seemed to be watching our motions for when we stopped and set down they did too and when we stopped a second time they likewise stood still - afterwards I saw them a little on one (side) of the road pointing their guns at us when I determined on going back and went back some distance but meeting a strange man who spoke friendly to us we passed with him up the road and did not see anything more of David and Isaac Rundel - from the manner in which they behaved I am afraid they will do me some hurt in body or estate and against which I require the Surety of the peace which I crave out of real fear and not for malice or vexation The mark of Aurelia X Bruner

Whereas Aurelia Bruner of Elkland township Lycoming county hath this day made oath before Edwd. J. Eldred esq. One of the justices of the peace in and for the county of Lycoming that David Rundel and Isaac Rundel of Canton township Bradford county appeared on the road where the deponent was traveling with guns or rifles and having on the same day previously used some harsh language to the deponent and on the road before her, stopping when she stopped and pointing their guns at her which put her in fear and had made her afraid that they will do her some hurt in body or estate - You are therefore hereby commanded to take the said David Rundel and Isaac Rundel and bring them before the said Edwd. J. Eldred or some other justice of the peace of the said county or of the county of Bradford forthwith to find sufficient surety as well for their appearance at the next court of quarter Sessions of the peace to be holden for the said county to be preceded against according to law and that in the mean time they be of good behavior, and keep the peace towards all our good citizens and especially toward the said Amelia Bruner - Witness the said Edwd. I Joseph Bush of Shrewsbury township said county, do swear that John Hollingsworth (a partner with me in a woolen manufactory on Loyal Sock creek) hath repeatedly sworn that he would break the machinery in said Factory and break the Brown’s up before he left the place (the said Machinery having been hired by us of William and George Brown) and on the 29^th Ultimo [Editor’s Note: Webster says this is “of or occurring in the month preceding the present”] in consequence of more serious threats to that effect I was induced to watch the said machinery in the factory the two successive nights that of the 29^th and 30^th Ultimo and on the morning of the 31^st I informed the said Browns and they that is George Brown and others watched the Sunday night - and it being my real belief, that he the said John Hollingsworth will put his threats in execution I do consider it my duty, to present my being supported an accomplice, in said mischief as well, on account of the damage it would be to myself to pray the surety of the good behavior against the said John Hollingsworth which I do out of real fear, and not for malice or vexation -
