                                    Congressional Internet Task Force.  Participated in numerous fora to educate Congressional Senators and Representatives and staff.  Designated Expert on licensing and deployment of advanced Internet-based voice, data, and media communications networks and systems.

U.S. Government Accountability Office (USGAO) Report: Spectrum Management in the United States.  Private Sector representative on High Level Task Force that produced the initial comprehensive report studying wireless deployment and making policy recommendations for domestic and international spectrum management.

 

Industry Expert          NTIA Spectrum Reform Task Force.   Chosen for comprehensive U.S. Government agency task force, based on government and private sector regulatory experience and expertise in investment analysis, to make recommendations for spectrum reevaluation.  

 

Guest Lecturer           United States Telecommunications Training Institute (USTTI).  Substituted for the founder, Ambassador Michael R. Gardner, at his invitation as Moderator of the Communications Roundtable.  Present semi-annual Overview of U.S. Communications Regulation.  Lecture on Communications Provision in a Competitive Environment.

American Bar Association.  Featured Speaker at several annual conventions on the subject of telecommunications and media regulation.

Center for Strategic International Studies.  Panelist on multiple seminars on comparative telecommunications deployment in foreign markets.

CATO Institute.  Frequent Panelist at seminars on Modernizing Communications Regulation and Cross-Border Coordination of Telecommunications and Media.

Wireless Summit for the Americas.  Coordinated U.S. Government participation in the Inter-American Commission on Communications (CITEL) Summit by writing and presenting papers and negotiating communiqués.

Foreign Markets Satellite Forum.  Sponsored by Georgetown University Law Center. Lectured on comparative licensing and regulation of non-GEO satellite systems.

Regulatory Training Seminar. Sponsored jointly by Universidad Javeriana (Bogotá, Colombia) and Georgetown University Law Center.  Prepared curriculum and served as featured speaker at comprehensive training seminar for the Commissioners and staff of the new Colombia Communications Regulatory Commission.

Italian Research Institute.  Consulted to the IRI by reviewing, updating, and revising its internal preliminary study of telecommunications development.
